When applying, applicants must provide their permanent residency details. The term “permanent residence country” refers to the country or region where an individual has legal authorization to live and work on a permanent basis. This could be the country of citizenship or the country where the individual has been granted permanent residency status.

If they have multiple permanent residencies, they should submit information based on their primary choice of permanent residency. It's important to note that foreign students with temporary authorization to reside in a country are not considered permanent residents unless they meet specific criteria, such as being granted asylum or refugee status.
