Form DS-7002, Training/Internship Placement Plan (the "T/IPP" or "training plan"), is a controlled document of the DOS. It is used with a J-1 intern/trainee under 22 CFR Part 62.22 or a Student Intern under 22 CFR Part 62.23 respectively. It defines the agreed-upon program objectives, outlines the proposed program and exchange activities, and provides details on how the program will be supervised, what the participant to do, what skills to learn, how the performance to be measured, and so on to ensure that the program is a bona fide training (for trainees) or work-based learning (for interns).

Who to complete? The training plan is completed by the listed supervisors as per CFR 22 Part 62.22(h)(1) and intern/trainee CFR 22 Part 62.22(i) before issuing Form DS-2019.

Where to access? Each Form DS-7002 corresponds to an individual participant’s training plan which is accessible via both the participant’s and host’s FUSIA online accounts. Hosts may access their participants’ panels through Part D of the Host Application panel.

How to complete? To get started, complete the fillable fields online via the Form DS-7002 online panel, then click the file icon above upload buttons #21, #22, or #23 to generate the physical PDFs for signing. Updates of the disabled fields can be made via the panel where data was originally captured.

What to note?

1 Training phases. Each program consists of definite phases of training of tasks performed with a specific objective for each phase. Unless a program is very short (i.e., less than 3 months), it should consist of more than one phase (up to 25 pages) with each phase building upon the previous phase to show a progression in the training subject.

• The phases should cover the entire program; each phase has a start and end date
• Though it varies by situation, a single phase should last no more than three months
• Each phase is associated with a particular site of activity; adding a site also requires another a new phase
• Phase dates can overlap with no gaps between phases (except Korea WEST and IWT pilot programs)

2 Complete, accurate, and current information. The contents are entered to the DHS’s SEVIS which requires complete, accurate, and current information. Any changes to contents of the training plan requires initiation and completion of the amendment process at least 72 hours prior to changes taking place (or immediately for unexpected changes).

• Significant changes are not encouraged; if permitted, may incur additional processing fees
• Don’t miss out the “suite/floor” of an address and “extension” of a phone number if such information is available
• If the program takes place on the ground floor without a specific “suite/floor” information, enter “G/F”
• If the floor/suite isn’t clear (e.g., the address refers to a building owned by the host), enter the most probable location (e.g., the participant’s workstation) where program activities are conducted

3 Progression and no duplicates. Pursuant to 22 CFR Part 62.22(e)(3), training programs should “expose participants to American techniques, methodologies, and technology and expand upon the participants’ existing knowledge and skill.” This means that every program/phase must show new skills and/or “progression” of existing skills.

• Each phase should show “progression” (either developing new skills or enhancing existing ones)
• No programs should duplicate participants’ prior work experience or training received elsewhere.
• Do not simply “copy and paste without changes” from previous phases
• Except for the supervision and remarks sections, and perhaps some parts of the cultural section

4 Structured and guided. Pursuant to 22 CFR Part CFR 62.22(f)(2)(iii), participant(s) should “obtain skills, knowledge, and competencies through structured and guided activities such as classroom training, seminars, rotation through several departments, on-the-job training, attendance at conferences, and similar learning activities, as appropriate in specific circumstances.

5 Entry-level and tailored skills level. All parties involved in J-1 internship programs must note that “interns are seeking entry-level training and experience.” As such, “all placements must be tailored to the skills and experience level of the individual intern” as per 22 CFR Part CFR 62.22(h)(1)

6 No substitutes. Exchange program must not be “used as substitutes for ordinary employment or work purposes, nor may they be used under any circumstances to displace American workers” as per 22 CFR 62.22(b)(1)(ii), the positions exchange interns/trainees to fill should “exist solely to achieve the objectives of the program” specified in their Form DS-7002 as per 22 CFR 62.22(f)(2)(v), and placements must be “appropriate and consistent with the objectives” as stated in their Form DS-7002 as per 22 CFR 62.22(h)(1).

• Ensure that the positions participants fill aren’t offered as standard-hire positions

7 Balance between learning and contributions. There should be a “balance between the trainees’ and interns’ learning opportunities and their contributions to the organizations.” How the host helps the participant achieve their program objectives should be emphasized.

• Choose words that reflect the learning aspect of the program, e.g., “partake in assignments,” “experiment” assignments ,“sample projects,” and “shadow supervisors.”

8 Less than 20% clerical work. Pursuant to 22 CFR Part 62.22(j)(4), training duties shouldn’t “involve more than 20 per cent clerical work.”

• Avoid terms such as “bookkeeping” and “data entry” which are clerical in nature

9 No unskilled or casual labor positions/duties. Pursuant to 22 CFR Part 62.22(j)(1), no participants can be placed in “unskilled or casual labor positions, in positions that require or involve child care or elder care; or in clinical or any other kind of work that involves patient care or patient contact, including any work that would require trainees or interns to provide therapy, medication, or other clinical or medical care (e.g., sports or physical therapy, psychological counseling, nursing, dentistry, veterinary medicine, social work, speech therapy, early childhood education).” Click HERE for more.

10 Cultural component.Cultural exchange is the central part of the experience. When writing the training plan, do emphasize the cultural aspect of the program and explain how interactions will be fostered between the participant and their American colleagues.

11 Credibility. Pursuant to 22 CFR Part 62.22(j)(3), Engagement and/or cooperation with staffing/employment agencies to recruit, screen, orient, place, evaluate, or in any other way involve them in the program are prohibited.

Section 1 Additional EV information

Biological information. The following disabled fields consist of biographical data captured from the Participant Application panel. Ensure that the information is correct. If incorrect, edit via the panel where data was initially captured. Note that the names are displayed in accordance with the SEVIS and MRZ name standards. Avoid using a school email address unless it can be used after graduation.

Postsecondary education. As per 22 Part CFR 62.22(a), J-1 internships are for “foreign national students and recent graduates of foreign post-secondary academic institutions have the opportunity to receive training in the United States in their field of academic study.” Each program is designed to bridge the gap between formal education and practical work experience enabling participants to receive “work-based learning” with “a substantial academic framework” in their chosen career field as per 22 CFR Part 62.22(b)(1)(ii) and develop practical skills that will enhance their future careers as per 22 CFR Part 62.22(b).

• This is not an opportunity to experiment with new career fields
• The occupational field and training activities should be“ in the intern’s academic field”
• The program shouldn’t “duplicate the participants’ prior work experience as per 22 Part CFR 62.22(e)(2)
• Ensure that “type of degree or certificate” and “date awarded or expected” can be found in the submitted proofs

Program period. Each program has a designated program period during which exchange interns/trainees are allowed to participate in approved activities. The program start date determines when the participant may begin said activities; the program end date determines when the participant is obligated to complete their program and cease all relevant activities.

• Participants are not allowed to engage in their approved activities before/after the program period
• The start date should match the first pase 1’s start date; the end date should match the last phase’ end date
• For J-1 internships, the program period lasts a minimum of 3 weeks and a maximum of 12 months

Section 2 Host information

Host organization information. Every participant or program has at least one site of activity which refers to the location where an exchange visitor conducts their training activities. If a program only has one phase, then the information of the primary site and individual site should be the same. If there is more than one site, list the primary site of activity on the first page as follows. Such information should be the same as the official information of the host (i.e., the site name should be the same as the host name).

Compensation. If the participant receives a stipend, salary, and/or wage, select YES under “Stipend”; if the participant receives no monetary compensation, select NO under “Stipend.” Even if the participant receives some monetary subsidies, as long as they aren’t on the payroll, they are still considered “unpaid interns/trainees.” If “unpaid,” ensure that it plan passes the DOL’s seven-point FLSA test for unpaid internships and meets any state and local requirements for unpaid internships.

• No participants are compensated using Form 1099 (unpaid interns use Form 1042-S)
• Stipend - In USD; W-4 and/or Form 1042-S compensation
• Nonmonetary Compensation - e.g., if a participant receives a public transit card from the host, enter the dollar value

Workers’ compensation policy. Ensure that the host has workers’ compensation policy or equivalent unless that they are exempt by the state law or have equivalent coverage. If there are unpaid interns, ensure that the policy covers them. If there are unpaid interns, ensure that they are covered by the policy despite their unpaid status.

• Workers’ Compensation Policy - Select NO only if the host is located in Texas or South Dakota, which do not require workers’ compensation; if the host is self-insured, select YES and enter SELF-INSURED and provide necessary proof
• Does your Workers’ Compensation policy cover exchange Visitors? Select NO, BUT EQUIVALENT COVERAGE if it is self-insured. Otherwise, select YES and provide necessary proof

Full name and annual revenue. The following information should match the information provided by the MPS in Part A of the Host Application Panel. Note that FUSIA requires a minimum of two full-time staff as per the Eligibility Checklist for Hosts. “Employees” refers to staff on the payroll. 1099 workers aren’t considered employees.

Section 4 T/IPP

The top part lists the names and contact information of the parties involved in the phase and essential elements, e.g., phase name and training/internship field. The disabled fields (e.g., name of the EV) hold populated information. To edit those fields, do so via the panels where the information was originally captured. If the information was entered correctly, the format should be in line with the Form DS-7002 specifications.

The DOS has specific requirements on the proposed J-1 internship/training activities and rules and criteria to follow when completing Form DS-7002. The following provides a detailed walkthrough of each phase. The hypothetical examples provided below are based on a data engineering internship.

1 Description of Trainee/Intern’s role for this program or phase. Provide an overview of this phase/program (i.e., summarizing the phase objectives, role, activities, etc. in a short paragraph). Write a minimum of two to three sentences in paragraph format. Be descriptive and specific.

Phase 1 Example (Introduction). The participant is attending an introductory internship in the data insights team. In this introductory phase, the participant will be exposed to fundamental operations of the host (e.g., operations, work environment, personnel structure, resources) and to professional requirements via observation, job shadowing, and assisting in trial assignments. The participant will shadow their supervisor and assist them with sample assignments. Once the participant has settled in, they may move to the next phase.

Phase 2 Example (Data Cleaning and Optimizing). In this phase, the participant will play a supportive role to individual data engineers. They will be given trial assignments that require querying, cleaning, and optimizing data using basic data tools such as SQL and Python. Before moving forward to the next phase, the participant should be able to perform data optimization and cleaning using common tools and be ready to tackle more advanced data engineering tasks.

Phase 3 Example (Data Modeling). In this phase, the participant will have the opportunity to build data models and form more advanced SQL queries. They will also be provided with the opportunity to develop new algorithms to improve existing systems. They will utilize more advanced tools and statistical and machine learning techniques to analyze data.

Phase 4 Example (Data Analytics and Reporting). The last phase of training provides the participant the opportunity to sample assignments in data reporting with a minor exposure to data analytics. In this phase, the participant will work with assigned data analysts and engineers for exposure to data analysis and reporting. At the conclusion of this phase/program, the participant should have a holistic understanding of the data field and be fully ready to proceed with a junior data engineer position.

2 Specific goals and objectives for this program or phase. This section (like a personal statement of a resume) illustrates what the participant will learn and be expected to achieve by the end of the phase. The outlined goals should be appropriate for the intern’s level and accomplishable by the end of the phase and show progression - do not repeat goals from previous phases. If the purpose of repeating them is to build upon said goals, make sure to clearly indicate this intention. Ensure that the training/internship field is aligned with the participant’s field of study.

Phase 1 Example (Introduction). The goals and objectives of this phase are to ensure that the participant can adapt smoothly to US social and professional cultures and gain an understanding of the host’s internal operations, industry insights, and daily routines. At the conclusion of this phase, the participant should be able to fully settle into the host’s and American cultures and demonstrate competency to proceed alongside clear expectations for responsibilities moving forward.

Phase 2 Example (Data Cleaning and Optimizing). The goals and objectives of this phase are to instill the participant with basic knowledge and techniques required, alongside the opportunity to sample real work assignments for data cleaning and optimizing. After a walkthrough of trial assignments, the participant should be able to know how to form basic data queries and optimize data quality for analysis as per organization standards by employing common programming languages and tools.

Phase 3 Example (Data Modeling). The goals and objectives of this phase are to enable the participant to acquire the necessary working knowledge for data modeling and information architecture and improve their knowledge of SQL. Specifically, they should demonstrate fluency with forming queries for SQL, know how to create database structures using data modeling tools (e.g., erwin), be able to develop basic algorithms to improve existing systems, and apply statistical/machine learning techniques for data analysis. Upon completion of this phase, the participant should have competency to carry out basic duties of a junior data engineer.

Phase 4 Example (Data Analytics and Reporting). The goals and objectives of this phase are to instill the participant with a more advanced understanding and holistic view of the data world, with a specific focus on data reporting and a minor exposure to data analytics. In this phase, the participant will work with data analysts to visualize analyzed data for nontechnical audiences and assist data engineers with the design of existing systems. Specifically, the participant will assist in assignments that involve (1) identifying trends and communicating findings through reports and visualizations; (2) preparing reports on company data; (3) developing strategies to optimize data availability and quality for analysis/storytelling; (4) providing information and analysis in real-time. Upon completion of this phase/program, the participant should have a clear understanding of the routines and basic competency of the tools used for data analysis and reporting alongside other necessary skills, knowledge, and techniques required for a junior data engineer position.
