BridgeUSA Exchange Visitor Program (J-1 visa) allows FUSIA as a State-Department designated sponsor to bring qualified foreign nationals to intern or be trained in the United States.

Both the Main Program Supervisor (MPS/POC) and Primary Phase Supervisor (PPS) are employees of the host assigned to supervise exchange programs and interns/trainees. Each intern/trainee has one MPS and at least one PPS. MPS oversees the program; PPS provides daily/onsite supervision. MPS who works fulltime/onsite and has related expertise can serve as a PPS.

Hosts must comply with the supervisory obligations of J-1 internship/training programs by providing “continuous on-site supervision and mentoring” along with “sufficient resources, plant, equipment, and trained personnel available” to ensure that each intern/trainee receives adequate guidance and that each program is conducted effectively as per 22 CFR Part CFR 62.22(f)(2).

Main Program Supervisors (MPS/POC) - one for each participant/program
• Oversees the program; coordinates with FUSIA; completes and signs documents; ensures that the involved employees are familiar with the program rules and guidelines
• Each participant requires one MPS; MPS can be a representative from HR or PPS
• An employee of the host who (1) has a company-assigned email, (2) is on the host’s payroll, (3) is authorized to complete/sign host application and related document(s) on behalf of the host, (4) can sign host application and related document(s) for the host, and (5) has proper education and at least one year of professional experience overall

Primary Phase Supervisors (PPS) - one for each phase
• Provides “daily” and “onsite” supervision; completes/signs documents including evaluation(s)
• Supervises no more than two participants at one time unless otherwise permitted by FUSIA
• Each participant/training phase as per Form DS-7002 requires at least one PPS
• The same PPS with related expertise of the phase can supervise in different phases
• A “fulltime employee” of the host who (1) has a company-assigned email, (2) is on the host’s payroll, (3) is authorized to complete/sign host application and related document(s) on behalf of the host, (4) works “onsite” with the participant(s), and (5) has the educational background and/or professional experience in the training field of the phase – specifically, PPS should have (a) postsecondary or above education and at least one year of professional experience in the training field OR (b) proper education plus at least two years of professional experience in the training field

Supporting supervisor(s) - optional
• Hosts are encouraged to assign supporting supervisor(s) to assist the PPS and ensure compliance with providing “continuous on-site” supervision
